This card can be broken in the right build.
Road Synchron is, TBH, kind of horrible, so the way to go is Quickdraw Synchron. But then, Quickdraw makes him ridiculously easy to Summon. He's a better first turn pick than Junk Destroyer, and in Yusei-themed Decks like Tuningware Turbo this guy shines like no other. And with its massive ATK stat and the ability to basically replace itself upon Summon, he's a real gem.
Doppelwarrior, Tuningware, Quillbolt Hedgehog, Darksea Rescue and Cyber Valley are this guy's prime targets, and you'll love each and every second of it. If you don't mind losing him, he basically turns himself into 2 draws with Valley. If you have more Quickdraws, other Tuners in your field or revival, any materials you can grab will let you plus a lot.
Heck, you can even grab Tuners with it! Unknown Synchron and Turbo Synchron are fair game, so are things like X-Saber Pashuul and Torapart! If you have the materials but not the Tuners, grab them!
After you do your tricks, Road can actually beat down stuff! 3000 ATK are still a really high value, but this means he'll be a prime target for your opponent. It's probable that this guy won't live more than 2 turns, but often that's all you need.
That being said, its main downside is the fact you NEED Quickdraw to make it work. But considering all the mad combos it leads to, I think it's a good gamble. And pray you never ever have to face more than one of these guys at a time. The pluses with Cyber Valley and Tuningware just get ridiculous. And let's not get into Machine Duplication/Inferno Reckless Summon tricks.
Traditional: 1/10 IDK how good it'd be here. It could pull some tricks, but the fact he needs Quickdraw is troublesome.
Advanced: 9/10 One of those really, REALLY good themed Synchros that only certain builds can use but are good enough to warrant building around them.
Art: 9/10 IMHO, it actually looks impressive.
Trivia: Even though the art doesn't have any lightning, its attack name is called "Lightning Claw".
