You, good sir, are no real Time Lord. But I'll guess it'll have to do.

Ahem. So! This is a very powerful and underrated card indeed. Being Level 10 yet being able to be Normal Summoned has its fair share of advantages (Gustaph Max? Thank you sir!), and having 0 ATK means that you can search it or Special Summon it easily, as long as it's not from the Deck. He's also a FIRE Fairy with 0 DEF, which is nice, I guess. There are not many ways to actually get rid of this guy - the easiest is Prison, and even then you can still get a lot of value out of this without actually attacking.
And now for the main course: If you time it right, in today's format, this fella here is basically a Dark Hole and a Waboku on legs. It even has a quite pointless burn effect (note: monsters return to the Extra Deck will deal no damage to your opponent, which I'll remind you is the main use for this card) and works even if attacked as well, which further emphasizes the fact that your opponent won't want to attack him.

Now, for this card's two biggest letdowns: First, his effect isn't optional. Opponent Summons Stratos and attacks this guy? Tough luck. Yeah, you're giving your opponent the chance to reuse some effects. Second and most obvious, he has to attack for this to work, and yet has to survive the Battle Phase. This wouldn't be as problematic if one of the main threats you want to take down with this wasn't Utopia.


Now, if you Equip it with the Sonic Screwdriver Spell Card, maybe he can be as amazing as... uh, forget it.

Summon it.

Laugh as you have a wall that if they attack into, they can't attack with anything else.

Combine with Battle Faders, Swift Scarecrow, and Zero Gardna.

Lol as you win via Final Countdown.

i like that idea. use it in stall decks. I mean it can't be destroyed.... and yes you'll have to use your normal summon each turn basically (unless you use something like court of justice or Valhalla to special summon it. It is a very good monster that can easily be special summoned so many ways (except from the deck) but that isn't a big issue. you can get it to your hand with sangan and discard it, ss it with limit reverse and even if limit reverse is destroyed, you'll still keep this. ha.

4/5 cause it is a really really good stall card. just watch out for direct attackers, bouncing, and removal (banishing)

He's not usable that often since he returns to the deck.  You could use solomon's lawbook if you really wanted to so he would stay out another turn.  If you did then you might as well use a couple other cards that have negetives (like costs or something) during your standby phase like clear world (lol surprise card), swords of concealing, ritual buster, etc.
