Late input, but I mostly agree with what's been said (other than Rito's comment about hair, I think the lower part could use more work).
As for your question, I'd say it's better to draw at least the outlines from the beginning so you have a clear view of the position and pose.
(Btw, I like that design~ :3)
For the record, it was my "client's" bizarre choice in fashion that made it harder for me to work on both clothing and hairstyle. >.>
But yeah I did still slip up nonetheless.
And good point on the outline thing too. (even though I often forget it =P )

Still need to make 1-2 panels more. Then afterwards, I'll add frames and maybe coloring.
The hairstyle's my own mixed up invention. (sorta)
Its supposed to match my own hair in a way, but......Idk... ¯\(°_o)/¯
Oh and still trying to work on what particular chibi look I should give this little guy. The thing I've been having with this kind of drawing is trying to find the right balance and not make it TOO super deformed.
