I don't know what this has to do anything, but since it's out there:

Warning Levels are only visible by moderators. And users can only see their own Warning Levels.

Or how about instead of u only taking charge of it have the mods of the certain area help too since they are suppose to patrol the threads they should be able to help keep spam to a minimum

No I'm kidding.

The system that does this is already created and it works like a fantasy stock market. In order to do what you're suggesting, I'd have to develop the entire thing myself, which frankly isn't worth the time. I'd spend months of development with little benefit.

I'll just use what's already here.
