It's an interesting card. As any Gem-K player should know by now, there are no LIGHT Gem-Ks, and there aren't many splashable LIGHT monsters that synergize well with the Gem-K strategy. Her body is below average, and it requires another card to be of any use. This is, obviously, definitely not worth making a deck around.
There
is, however, a lone card that works well with Seraphi: Effect Veiler. With her, Veiler becomes a very playable option to any Gem-K deck, and you can easily run it at 2s or 3s without losing consistency, unlike many non-Chaos, non-Hero decks. Super Poly also becomes a viable side against anything LIGHT. Her effect also helps a lot more than it seems, triggering the effects of all Geminis very easily.
However. Gem-K decks have one fatal flaw: they
really need every single card in their Extra Deck. With Rabbit and Obsidian, you'll need to keep a strong Xyz toolbox to abuse your Level 4s, and a few Rank 7/8s are an welcome addition with all the Fusion spam you'll be doing. You'll also need at least 2 Zirconias and Prismauras because they rock so very much, plus singles of Citrine because he's situational but definitely a game-winner, Topaz because he OTKs like a boss and a Master Dia to use Future Fusion and abuse Gem-K Lazuli - and that's only the base line-up. So, can you afford an extra space for a situational Fusion whose main use is getting another use for a card that almost always will have some use? Well, it's all up to you really. I personally don't run her, but I could see why you would want to.
