Blue dragon looks like utter crap. -2 for a one-turn fiendish chain? No thanks.

It's really easy to summon though while keeping the 'ninja' cards' support, which is cool. It would need a deck more catered to it probably but w/e idc b/c it's a ninja.

The new TCG-only stuff looks like utter garbage. Admittedly, they look awesome and I think they're very, very cool cards to have, but they're useless on any competitive level.
Blue Dragon Ninja has one of the worst effects I've ever seen on a Ninja monster. The -2 discard is horribad as is, but the fact you have to discard particular cards is laughably bad. The reward would have to be a draw 2 or something to make it worthwhile. The only redeeming qualities about BDN is that he is extremely playable with Super Transformation, being a Level 5, and doesn't dead draw as bad as his predecessor. Nonetheless, I'd take Senior Silver Ninja over him any day.
Ninjitsu Art of Shadow Sealing is sadly disappointing. It had potential, being a banishing card, but flounders worse than Hieratic Seal of Banishment. First, monster-only banishment and pointlessly blocked Monster Zone means you might as well run D-Prison. Then, the tribute means you might as well run D-Prison. And, the fact that, even when it is activated, MST can destroy it and you're down a card means you might as well run D-Prison. Suffice to say, Dimensional Prison is a lot better. The only good thing about this card is Hanzo, since it's (kinda) better than the other Ninjitsu Art cards sans Super Transformation.
Prophecy Destroyer is meh at the moment. Once that Alma Spellbook comes out, he might be decent, but he really has no use in a Spellbook deck right now. A dedicated build around him might be possible, as he IS a decent-sized attacker that can summon himself out of the grave, but I think the widespread Shadow-Imprisoning Mirror/D.D. Crow may discourage anyone from using it. Then again, we are at the end of a format, so it's possible that could all change. Admittedly, the card does have really nice artwork though.
Spellbook Library, though, is really, really awesome. I love it, I think it can really boost Prophecy decks and, as said above, Destroyer will like it. The card adds a second Spellbook of Secrets to the deck, which means 6 immediate search cards (not to mention the blue-librarian guy). They're going to have a lot of speed from this card and, while it probably won't make them extremely competitive on its own, it does a lot to give them a consistent Spell flow that very few, if any, decks can match, and Royal Magical Library loves to abuse. Make no mistake, if One Day isn't banned now, Exodia will probably rule next format xD

Normal Spell
If you have no "Spellbook" Spell Cards in your Graveyard: Reveal 3 "Spellbook" Spell Cards with different names from your Deck, your opponent randomly adds 1 of them to your hand, and shuffle the rest back into your Deck. You can only activate 1 "Spellbook Library of the Crescent" per turn. You cannot activate any Spell Cards the turn you activate this card, except "Spellbook" Spell Cards.

It counts itself for its own activation check, and as a result, the whole last bit of text is pointless with the whole "You can only activate 1 per turn" thing, given that you wouldn't even be able to play another, since you'd have the first one in the grave already, thus nullifying the effect.
