@ Eric: If you're still doing that theme guess thing, I'd call for "Vampires" as IIRC this thing is called "Vampire Baby" in OCG.

EDIT: Also, Eric. That ruling is obsolete. Necrovalley, as its new text states, WILL prevent Red Moon Baby from working. Not "negate", but "prevent". Cards cannot leave the Graveyard while Necrovalley is in play, unless they're doing so by its own effect (Stardust/Plague/Bulb reviving itself or Machina Fortress SS'ing itself from the Graveyard).

On to this card:

Goyo Guardian's awful father. That's pretty much this card. The effect is obviously broken, but this card's ATK score makes it pretty weak. Even Solidarity can't help it, as it only boosts him to a meager 1500 ATK. He'd need a base of 1700 to even become a threat.

Of course, this doesn't mean he's useless. DARK/Zombie with less than 1500 ATK and 1000 DEF is about everything this card can ask for: Goblin Zombie and Sangan recruit it to your hand, Pyramid Turtle and Tomato put it on the field, it's Allurable, Chaos Fooder, DAD Fooder, Zombie Master and Book of Life love it and you can even Limit Reverse it. Basically, it can be on the field whenever you feel like having it there.

You can certainly can pull interesting shenanigans with it as well: on a Deck using the Stygian Security recruiting engine and Creature Swap, this would mean Swap it's a +2: Trade your Creature Swap for an opponent's monster, a Stygian Security you just destroyed with Baby AND a monster from your Deck, making it a 3 for 1. Cards like Riryoku are also awesome with this kiddo, as it basically lets you steal anything you would like.

Still, needs a lot of devotion, and honestly, Zombies can abuse Enemy Controller a lot thanks to Zombie Master and Goblin Zombie, making this card pretty obsolete.

Traditional: 1/10 Chaos fooder... And that's probably it.
Advanced: 5/10 It's not a bad effect at all, but the worse-than-mediocre base ATK pretty much kills it. It's fun, but you can perform a similar (and easier) combo with Zombie Master reviving Goblin Zombie, then using Enemy Controller for a +2.
Art: 0/10 It would look A LOT better without that ridiculous hair, and even then I still wouldn't like it. xD

not that bad if you make a deck more or less around it. pretty much a deck based on low attack monsters who have decent effects when they succeed in battle.... too bad that's just a lot of work. it would be pretty annoying though. Riryuko and half counter and other cards like that would be great but still.... work... so much annoying work. I like cards that require work and not just tossed in at random. This is truely a weak Goyo Gaurdian but now that the Guard is forbidden for being too abused..... well... yeah.

2/5 cause as i said a lot of work.
