Are you trying to do a duel over IPs, Server Duel or something else?
Are you are the same place as the person you want to duel?

I'm selecting normal duel, I'm connecting to my opponent, and no, he's somewhere else.

Use server dueling.
Chances are if you're trying to use normal duel (IP) then one of you doesn't have the ports configured (whoever is hosting) on the router.

It's probaraly because the opponent doesn't have his router set-up right.
I suggest to use Server Duel here.
Just select "Server Duel: I will host" in the dropdown list, and it will ask you for credentials.
Just insert the desired username and password here.
The opponent must do the same, but with "Server Duel: I will be the client"
Next, give your opponent your hostname, and the opponent should give you his client name.
Insert his Client name in the text bar, and hit connect.
The opponent should do the same with yourname and also hit connect.
You should now be able to duel.
